Taxi drivers & operators

From 30 June 2014, the VSBC has a dispute resolution role as part of reforms to the taxi industry.

The Taxi Services Commission (TSC) has established a dispute resolution process to manage disputes between drivers and operators.

The TSC will assess the nature of a dispute before deciding to provide preliminary assistance, or take compliance action on the matter.

What we do

The VSBC provides a mediation service to resolve disputes between taxi drivers and taxi operators.

Parties can access VSBC mediation only when the:

  • dispute is first referred to the Taxi Services Commission;
  • TSC has been unable to resolve the dispute;
  • TSC issues a certificate to the parties enabling the dispute to be referred to the VSBC for mediation.

Mediation with the VSBC is $95 per party. There is no cost for assistance that occurs over the phone or on email.

How we help

In the case of preliminary assistance, if the parties are unable to resolve the dispute through the TSC’s preliminary assistance process, the TSC may issue a certificate. This allows for either party to refer the dispute to the VSBC (or to VCAT).

If the dispute is referred to the VSBC  and cannot be resolved, the VSBC can issue a certificate allowing the matter to be referred to VCAT.

Applications to the VSBC can only proceed if you have been issued with a certificate from the Taxi Services Commission in the past 30 days. A copy of the certificate should accompany your application.

Dispute resolution between taxi drivers and operators is conducted by the VSBC under the Taxi Driver Agreement under the Transport (Compliance and Miscellaneous) Act 1983.
